The Freeside Co-op has been robbed by unknown assailants and New California Republic citizen Ella Hawthorne is in need of a mercenary to track down the culprits. After catching up with the culprits, all is not as it originally seemed. The culprits, a gang named The Vultures are a resistance group fighting against the annexation of post apocalyptic Las Vegas by the New California Republic and disagree with the Hawthorne family strong-arming local farmers with the support of the NCR. From here, the player chooses to work with the rebels or eliminate them.
